Backport of #77411 to release/7.0

Customer Impact

This is a test-only change to fix some DynamicRevocationTests in macOS 13. Customers, partners, or ourselves that run tests on macOS 13 (Ventura) will see those tests fail. This fixes those tests to pass on the new platform.

Testing

Tests passed in dotnet/main for existing supported platforms and manually verified the tests pass on macOS 13.

Risk

No risk to customers as this is a test-only change.
