Customer Impact
When
createdumpis spawned by the runtime to create a dump, there is the possibility of a race condition on linux where the child process will try to read from the parent's memory (via/proc/pid/mem) before permission is granted to do so. This fix prevents that race condition from happening on both coreclr and nativeaot.Regression
