PR #109928 switched the build condition for
USE_DAC_TABLE_RVAon macOS. This likely happened as a result of incorrect resolution of a merge conflict over the long lifetime of the PR. Revert that part of change and fix the newly added code to be guarded byCLR_CMAKE_TARGET_APPLEto keep the CoreCLR/iOS build working.
