I checked a couple things before and after this change:
- On linux x64, all hosts decreased in size by ~2 kB
- On windows x64, comhost, hostfxr, and hostpolicy decreased by ~20 kB and other host binaries remained the same size.
- Rough printf timings for parsing .deps.json showed no measurable difference.
