Contributes to #111665

There's still fstream usage in corerun, so this alone doesn't resolve the Android build errors.

I checked a couple things before and after this change:

  • On linux x64, all hosts decreased in size by ~2 kB
  • On windows x64, comhost, hostfxr, and hostpolicy decreased by ~20 kB and other host binaries remained the same size.
  • Rough printf timings for parsing .deps.json showed no measurable difference.
