Reverts #70248

This is suspected as being the source of our official build breaks that caused OOM in the Signtool.

@jaredpar I don't understand why this is needed. Signed builds look fixed since #70271 was merged. Although the (flaky) OOM issue wasn't addressed, I see it occurred even before the arcade update, so reverting it probably won't help.
