[WinUI] RefreshView is not functional when wrapping a CarouselView

Description

When running in windows the RefreshView is not working.

When running in Android it is working.

Steps to Reproduce

1. run the app in Windows
2. try to Pull-to-Refresh

I can repro this issue at Windows platform on the latest 17.12.0 Preview 1.0(8.0.82 & 8.0.80).
