[Foundation] Missing nullability in some base types. #17285
Description
When adding nullability in the foundation framework we realised that enabling it in the following types would result in a major API change, both in the public API and in the generated code. Due to the magnitude of the change, nullability has been disabled in them and will be added probably in the dotnet 9 frame.
