Need to add API breaking change definition and enforce it

With version `1.0.0` release we need to formally adopt the API breaking change definitions similar to [CoreFx](https://github.com/dotnet/corefx/blob/master/Documentation/coding-guidelines/breaking-change-definitions.md) and [here](https://github.com/dotnet/corefx/blob/master/Documentation/coding-guidelines/breaking-changes.md). We also need to add a test to run [APICompat](https://github.com/dotnet/arcade/tree/master/src/Microsoft.DotNet.ApiCompat) tool to enforce these rules. @eerhardt @TomFinley @glebuk
