Add test case for #23147

[BruceForstall]

This is an IL test case because it uses JMP. The basic
C# is here also, but it needs to be manually converted
to IL by using ildasm => manual edit => ilasm.

Currently disabled for arm64

I'm going to close this in favor of #23220, which includes this same test, plus a fix for the issue.
