Backport of #3488 to release/8.0

Customer Impact

Brings in the newest version of the instrumentation libraries. Should be stable at this point until we ship.

Testing

Behavior seems to be the same for the metrics/trace output in the dashboard (the thing that would have changed). Version property for the SDK has been updated. Changes in these libraries in 1.8.0 is minor.
