Edit Content: Create a separator for Workflow Actions

User Story

As a dotCMS User, I want to be able to add separators to the list of Workflow Actions so I can split them into groups. Such groups can be used to display primary actions, secondary actions, and so on.

Acceptance Criteria

• You can add as many separators in a Workflow Step as desired.
• They should be draggable just like any other Workflow Action in a step.
• They need to be part of the Workflow Step's definition so that they can be Push Published correctly.
• A new column in the workflow_action table will be added: metadata of type JSONB, so that we'll be able to easily add more customizations in the future.
