9.3.2 RC0 no longer offers languages during install.

Description of bug

Tried to install a clean 9.3.2 RC0 and the languages dropdown in the install shows only English

Steps to reproduce

List the steps to reproduce the behavior:

1. Try to install 9.3.2 RC0
2. Notice you cannot choose other language than english.

Current result

Only english shows

Expected result

The 5 or 6 supported languages that used to show, should show.

After some investigation this is pulled from a webservice and that service had problems at that time, so nothing we can handle here in the repo and it appears to be working now.
