Metrics gauge for number of active HTTP requests #3440

It would be good to have a gauge showing how many HTTP requests are in flight. For inspiration, here's the semantic conventions spec recommended metric: https://opentelemetry.io/docs/specs/semconv/http/http-metrics/#metric-httpserveractive_requests
