Problem

Previously, cookiecutter-generated projects didn't install dependencies during pip install <package-name>.

Solution

Check whether the following section exists in pyproject.toml.

[project]
name = "<package-name>"
dynamic=['version', 'dependencies']

...

[tool.setuptools.dynamic]
dependencies = {file = ["requirements/run.txt"]}
