Expected behavior

When defining the URL of a license in a curation for scancode data I expect the contents of this URL to be resolved and being available for reporting. This should work for network URLs (http:/https:) as well as for local files.

Actual behavior

If such a URL points to a local file (starting with file:) then the contents is not resolved.
