Hi, https://www.z-api.io/ they created something called phoneless connection.

It allows you to connect WhatsApp numbers to their service without needing a physical phone constantly online. I think it uses a virtual instances (VMs) on Z-API's servers, essentially creating a mobile instance primary device directly via API, enabling stable, multi-device management for business operations and integrations without phone dependency, offering stability and scalability by abstracting WhatsApp Web functions into a RESTful API.
