Filtering by Flash value "unknown" not working correctly

In the govdocs1_100ksubset, filtering by the value "unknown" in the flash element results in a reduced number of files but still includes other flash element results than "unknown." Images show before and after the filter is applied.

I suspect it might be because there are values in the list that are only the word unknown, and those that include the word unknown, and it's including both but grouping the second as "rest".
