[ENH] DataFusion optimizer enhancements

There are a number of improvements that we can make to DataFusion's optimizer that should benefit Dask SQL.

Bugs

• Type coercion error: The type of Boolean AND Decimal128(10, 2) of binary physical should be same apache/datafusion#3644
• Internal error: Failed to coerce types Decimal128(10, 2) and Boolean in BETWEEN expression apache/datafusion#3646
• Optimizer rule 'projection_push_down' failed due to unexpected error: Error during planning: Aggregate schema has wrong number of fields. Expected 3 got 8 apache/datafusion#3704
• Precedence bug with date comparison to date plus interval apache/datafusion#3408
• Make type coercion rule more robust apache/datafusion#3390
