Reorganize, rename /server landing page #3057

There a bit of a chance that folks coming here are just looking for a way to write Dart in a scratch pad, but it feels weird to have the link at the top.

Suggest moving it down...or maybe just removing it?

I remember nothing about this, but it looks like we added that button during our last major site redesign, when we switched from dartlang.org to dart.dev:

I have no recollection of why I added that :-( Maybe we had a lot of redirects here from some old important page?

But I think we can just go ahead and remove the tools section from this page entirely?

I guess we needed a server-side homepage but really wanted people to try the interactive approach to learning about the subject.

Agreed, that seems unnecessary. I can take a shot at reorganizing this page.

During the reorg, rename /server to /cli

@mit-mit has a proposal. I'll copy it here once we nail down the last details.
