Support reliableWrites

Ble allows "reliable writes' as a series of writes that are treated atomically so they are all garaunteed to succeed or fail together. It would be helpful to be able to take advantage of that functionality through RxBle

Thanks for the suggestion. I think this is the first time in three years as anyone mention this feature. Currently there are no plans to add it to the API surface though it is possible to use a custom operation to use it for your purposes.

That being said — if anyone would like to contribute I will happily try to help as much as possible with the implementation :)
