@michaelsbradleyjr , you seem to speak well of scoop. wanna handle this? 2.4.0 ought be windows-usable.

After taking another look at scoop recently, it seemed to me it's mainly used to distribute executables.

I need to do more research re: distributing a library with scoop. It may amount to repackaging a build for one/more MSYS2 environments, or that's the impression I got when I researched it previously. If that's the case, then the considerations in #2116 would come into play.
