Add iRODS Audit AMQP Plugin

Add iRODS Audit AMQP Plugin instead of using custom iRODS Rules to generate file system update events

The Audit AMQP Plugin uses qpid c client which talks in AMQP 1.0. However, RabbitMQ doesn't support AMQP 1.0 directly, so you need to enable AMQP 1.0 plugin for RabbitMQ.

There is a performance issue so Renci is rewriting the plugin. So we may need to wait until it gets stable.
