Test Replay: Capture and display video elements

Currently, Test Replay does not capture or display video elements. If you record a page with a video element, a striped placeholder will display in its place indicating that it is not supported.

This issue is to track interest in capturing video elements. Please upvote or comment if this would offer value to your teams.

There are some complications to capturing video which is why we have delayed it until the need is presented. Mainly:

• The size of the video itself could be large to store
• The replay and interactions with the video are tricky to sync with the rest of the replay

I just upgraded to cypress 13 from 12 and curious why this feature is now broken.
