Modal Routing

Different screens within the app are modeled as modals. Some of these modals have sections, yet they cannot be navigated to via the Command Palette nor url.

Expected

• Each modal route should have a label, description, and svg
• Automatically add all modal routes to the command palette
  • Do not require a separate shortcut file and action-creator for each modal route
• Allow modal routes to be added to the toolbar
• Update url when modal is open
  • /export
  • /help/tutorial
  • etc
• Navigate to modal route when url is entered
