Change wording around legacy scope types (#1699)

We've had users get confused into thinking that languages aren't
properly supported because they only have legacy implementations. I've
reworded the docs so that it doesn't seem like legacy languages are not
fully supported. We can revert once we have more languages on next-gen
scope engine
