A Receita mudou a forma de disponibilizar os arquivos: ao invés de um JSON que tinha o link para os arquivos, agora temos um único link em https://dados.gov.br que leva a https://dadosabertos.rfb.gov.br/CNPJ/dados_abertos_cnpj/

Então temos que atualizar a lógica em download/federal_revenue.go para que federalRevenueGetURLsBase possa:

Acessar https://dadosabertos.rfb.gov.br/CNPJ/dados_abertos_cnpj/
Identificar o mês mais recente
Acessar a URL do mês mais recente
Identificar os arquivos para download
