[Task] Stub out Agent HTTP remote connection service

Implement a simple service stub for operations on a remote Cryostat Agent instance backed by HTTP connections. The initial implementation should return empty collections and perform no-ops or throw exceptions for unimplemented operations. These stubs can be filled out over time as the Agent gains support.
