Should we have a recaptcha on the call for challenges page (https://www.crowdai.org/call-for-challenges/crowdai/apply).
Someone could very easily populate it with thousands of dummy submissions. and we will just get thousands of emails in our inbox, and if someone makes a real submission, it will also be lost in all that noise.

OK ... but it can be done after the current critical list.
