Convert CLI to Cobra

If we want consistency, let's go for that.

Decision was made for Cobra in tendermint and the that was the better approach. Approved by bucky andr rigel.

If you the cli, can you also tackle #48 and #49 so that users can use the basecoin cli for initialization and reset (which require the separate tendermint binary in the current tutorial)?
