Migrate ledger-cosmos-go from ZondaX to Cosmos

As this library is getting more stable. Maybe it is time to transfer it to https://github.com/cosmos?

The repo is already there https://github.com/cosmos/ledger-cosmos-go
We would need to pull/rebase so it is up to date so all commits/PRs are clear.

@jackzampolin maybe you have admin rights to do it?
