We discovered an issue late in the release process where the rootfs image caused coreos-installer download to fail: coreos/fedora-coreos-streams#158 (comment).

Since coreos-installer download is how we recommend users to get the artifacts, we should have some test coverage for it. It supports a --stream-base-url <URL> argument we could use for it.

This is still relevant and would definitely be good to address. This repo has a testsuite now where this could belong.
