Send: add US dollar value denomination/swapper

This UI allows people to

• know how much the tokens you’re sending are worth, denominated in $
• send precise $X values (e.g. send $10 of BONK)

I believe this feature was present in previous versions, but was somehow dropped (possibly in 2677) so we may be able to dig up the code.
