test/e2e: libivrt: Investigate and re-enable nginx deployment test, if required

As discussed on the community call, this test is consistently failing on PRs and the nightly tests and blocking the merging of multiple PRs before release time, so we need to skip it.

Wainer is trying to improve it in #2044, but that won't make the test more likely to pass. We should try and reproduce (which is difficult) and understand the problem locally and then fix and re-enable it
