Add setting to allow users to turn suggestions off

Currently we suggest a Nearby place to a user if they upload a photo near it, which is great! But depending on the user's photography style, some may find constant suggestions unwelcome. For instance, people who never photograph places, but only food/people/etc may not want to see these suggestions.

This issue may be compounded if we implement machine vision suggestions in the future.

A setting that allows users to choose to not receive suggestions might help? There can also be a link to it in the suggestion dialog.
