Describe the bug
A fresh clone of the repo and trying to build sample grpc ping pong server fails.

//:cc_toolchain: '@com_google_protobuf//:cc_toolchain' does not have mandatory provider 'ProtoInfo'.

after some digging in, it seems there was a breaking change introduced as part of bazel 4 upgrade- bazelbuild/bazel#12887.
