Adds a YAML-based GitHub Issue Form (.github/ISSUE_TEMPLATE/feature_request.yml) for feature requests.

  • Guides contributors to provide a clear summary, problem / motivation, proposed solution, and alternatives.
  • Captures interface scope, priority, and whether the reporter wants to implement the feature (and what support they might need).
  • Addresses part of feat(PR/issues): Improve templating and automation #359
  • No other code or docs touched.
