Description

Added a new solution for the problem 274. H-Index. The problem involves finding the researcher's h-index, which is defined as the maximum value of h such that the researcher has at least h papers cited at least h times. The solution uses an optimized counting approach to calculate the h-index with a time complexity of O(n) and space complexity of O(1).
