Allow users to specify (or create?) Persistent Volumes when starting the Kubernetes Worker Manager. Test it out with GKE.

In which way will you use these PersistentVolumes? As a cache or as a bundle store? I'm thinking it's best to use them as caches which can then be shared with #3710 implemented

Long-term things to think about:

  • speed of I/O to PersistentVolumes vs local disk
  • is 100 workers per PersistentVolumes too much?
