As a maintainer of Greenhouse I would like to have the changelog for a release auto-generated from the commit messages, so that creating the release is not a manual task.

Acceptance Criteria

Enfore PR titles follow semantic commits
Conventional Commits are enforced across PRs on the Greenhouse and Juno repositories
Changelog is generated by Github Action based on the conventional commits
Draft release is created based on tag
