This function validates a connection before it is established. If it returns true, the connection is considered valid and will be created either when the user stops dragging or immediately in snapLinks mode.

So, is it correct that the only way to know immediately when a source or target link is disconnected, before dragging and dropping (I know that a complete disconnect is the link:disconnect event) is through the change:source and change:target events?

You can use snapLinks option and listen to link:snap:disconnect event.
