Windows builds are never cached. They took many hours to build and it slow down dramatically the dev.

Recently, attempts to enble cache has been deleted due to its failure to implement the feature: 8981eb8.

Docker CLI returns unknown flag: --cache-to when specifying the argument.

Has anyone any idea on how to enable it?
