Topic/run after other any time scripts initial work #1

Based off my discussion with Rob today. I added a new option called runAfterOtherAnyTimeScripts which will add a directory that is run after sprocs, but before permissions.

I did verify that the convention is picked up and that the command line option does over ride the convention. I did not add tests for this, because I can't find tests for the other folders. If they are there, please just point me to them and I will take care of that right away.

I confess that I am a bit of a git and git hub novice. If I have blown some courtesy, please bear with me (and let me know how to fix it). Hopefully the code is useful enough to make it worth your while.

Excellent. We're using it at work and the mangement types are asking me,
"so does this mean that we're dependent on our custom version?"

To which I reply, "no you're dependent on my custom version" :)

It will be nice to get back on the mainline.
