Is your feature request related to a problem? Please describe.
The Sample Application (cefclient) as distributed via the CEF downloads page is not currently signed or notarized. This makes it more difficult to run the app as described in #3478.

Describe the solution you'd like
The Sample Application should be signed and notarized as part of the automated CEF build process.
