Chef server cpu 100 % usage due to dependency cookbooks not found on server. #1099

Similar to this issue #526
Looks like this issue is not resolved yet. Please see the below error. During this time the cpu is 100%

It might be a good first step to try duplicating this with a pedant test and then fix it in erchef.
