Better package miror for Debian

Currently the debian 7 boxes use mirrors.kernel.org, however it seems that is limited to two US west-cost mirrors, even when accessing from Europe or Asia. This is sloooow.

Debian has established an intelligent redirection service, available at http://http.debian.net/ - that should provide better performance to all users.
