The upgrade process seems to be failing at the powershell script that restarts eventlog on Windows10 version 2004 and later with this error:
"Collection was modified; enumeration operation may not execute"
leaving us with a chef.broken directory due to file locks. It might be worth looking into restarting eventlog before the upgrade process for windows such that there wouldn't be a chef.broken directory to begin with
