add autobuild on delta

continuation of #3146

Next steps:

• replace dependency on autobuild repo with a submission script embedded in this PR (maybe in the .github/scripts directory or so) instead of https://github.com/UIUC-PPL/autobuild/blob/master/instead_tests/delta/instead_test.sh
• make it test different combinations (like MPI, UCX, ...)
• make it test e.g. NAMD
• add email notification (maybe via actions/send-email)
• add upload to website (maybe via actions/deploy-pages, see e.g. https://github.com/matthiasdiener/orderedsets/blob/main/.github/workflows/doc.yaml)
• Undo 05a93a9

Other considerations:

• Make sure we are using "cheap" instances on delta: https://docs.ncsa.illinois.edu/systems/delta/en/latest/user_guide/running_jobs.html#partitions
