Installation failing on Step 7. Checked all files/folders and database permissions, everything looks good.

I tested both update and clean install under PHP 7.4 and got no issue.
Even HTTP_only on or off works well.

Are you saying PHP must be PHP 7.4? Any other version will fail?

I have other service on server that required at least PHP 8.2

I don't know enough about your system.
As a fact I managed using 7.x version of PHP because 1.11 branch was written under this version. Thus, as the rule is "No database structure change" for minor releases, I use 7. PHP version.
This being said, AFTER install I managed to have Chamilo running under 8. PHP version, but still I use 7. as it is designed for this PHP version.
If you want to use 8., you then have to wait for the next Chamilo branch, that will be written under this version (2.0 is the version).

If you manage your server directly (on the command line, I mean not through a CPanel or so), you can install PHP7.4 and 8.3 in parallel using the Ondrej Sury repository for PHP on Ubuntu. This is out of the scope of Chamilo itself, but I'm sure with a little help from some AI LLM, you will figure it out.

I'm moving this to discussions, as this is not a Chamilo bug per se, but we know of the issue and we are sorry Chamilo does not work correctly on PHP 8.3 (although we thought 8.3 would work with 1.11.32, there are still a few issues).
