Rule to create ESO/DNO busmap #2

Currently uses a custom busmap to assign regions in GB either according to an ESO map (as here), or DNO zones (see /data in branch dev).

This busmap is hardcoded for a subset of countries, and does not generalize its defining heuristic if config['countries'] is chosen differently.

There should be a rule that creates the busmap.
