Missing launch file for ROS2 bridge

CARLA version: 0.9.13
Platform/OS: Ubuntu 20.04
Problem you have experienced: missing launch file
Steps to reproduce: make launch

Hi everyone,
I have installed the ros2 bridge, but when i try to run the following command >>make launch<< I get this error >> make: *** No rule to make target 'launch'. Stop.<< however I do not know what is going on and neither I don't see any launch files in my directory!

The steps that I am following are from this website : https://carla.readthedocs.io/projects/ros-bridge/en/latest/ros_installation_ros2/
Specifically the first subsection of the Run the ROS Bridge section,
